Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are delivered from various governments. Significant resources is expended on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by current data. From observation points, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.
Tactical Assessments
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration operates on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does minimal to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its advantage.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
