AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these parties, the report indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the PVV.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to supply the future head of government.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
